Subject:Apply stricter regulations on exports of machine tools with numerical control

When you export the machine tools from Japan, you had ever heard "applicable" "non applicable".
It means your machine is "applicable" or "not applicable" according to "Export Trade Control Order".
If it is "applicable", you cannot export the machines without the export permit by the Ministry of Economy, Trade and Industry.

If industrial machine tools, NC machine control is roughly the "applicable", other "non applicable".
But "the first section of Appendix 6 of the Export Trade Control Ordinance" shows "If the positioning accuracy is bigger than 0.0045mm, the machine is non applicable". We could export NC Machines, if we issue the appropriate certificate and state that the accuracy of this machine is bigger than 4.5 micron.

Last year, October 14 (Wed), The Council of Customs was held in district Honmoku (Yokohama). Customs figures from the special inspector said that when (NC) machine tool is exported, customs control must be more strict to "non applicable certificate".

From your letter of request to the customs agent, there are 3 important points below.

1) Requires to attach a document from manufacturers.

2) Strict interpretation of the parameter sheet metrics

3) Notes to self determination Manufacturer

NO. 2 & 3 is not big problem, because measuring way can be changed to JIS to ISO.

No.1 is a bog problem.
We must attache the document from machine maker to get the non applicable export.
Actually no maker give us the document to export used NC machine.

Finally, It is necessary to apply the export permission to the Ministry of Economy, Trade and Industry when we export NC machines from Japan.
